When Carlsbad Needs a Permit
The Carlsbad homeowner guide says a retaining wall more than four feet high needs a permit. The height is measured from the bottom of the footing.
A wall under four feet does not need a permit unless it holds a Surcharge means extra weight above or behind the wall, such as a slope, a driveway or a structure.. That means extra weight above or behind it, like a slope that keeps rising, a driveway or a building.
Measure It the Right Way
The footing sits below the ground. So a wall that shows three and a half feet above the lawn can be well over four feet once you add the buried footing. Ask the contractor to show you the full height on the plan.
If you are close to the line, ask the city before work starts. It is easier to plan for a permit than to stop halfway.
Soil and Drainage Behind the Wall
Water trapped behind a wall pushes on it. Most walls need gravel and a drain behind them so water can get out. Ask how the contractor will drain yours.
The County notes that expansive clay is common in the coastal plains. For a wall that holds back a slope, ask if a soils report or an engineer is needed before you pick a design.
Before Digging
A wall footing means digging. The digger must call 811 is the free call that sends utility crews to mark buried lines before you dig. at least two working days and no more than 14 calendar days ahead. Ask for the ticket number.
